Candidate Statement

Actions speak louder than words, and my background reflects 30 years of proven, measurable results managing public and private water utilities.

As general manager of Rancho California Water District from 2003-2008, my top priority was to maximize and safeguard our local water supplies by developing and implementing recycling and groundwater protection programs. Today, my independent consulting practice focuses on water utility management, strategic operations, assessment of water supplies, and water rights. A registered Civil Engineer, Iā€™m a graduate of Loyola University (BSE, Water Resource Management); of the University of Southern California (MBA, Finance); and of Pepperdine University (EdD, Organizational Leadership) where my doctoral research probed the responsibilities of elected water board officials.

My pledge to the community is to ensure that our families, businesses, and agricultural interests receive high-quality water at the lowest possible cost. To do that, we must continue to protect and grow our groundwater resources; reduce dependence on expensive imported water; and recognize that prudent environmental stewardship and a safe, reliable, and affordable water supply are critical to our prosperity.
